I understand the concern about military families and their problems with drugs in the home, but what would prevent a military family member from (1) walking into a retail pharmacy in their community and dumping the drugs or (2) getting the envelopes proposed by the DEA plan and mailing them back in, thus getting them out of the house? Are they concerned about access to meds for military households OUTSIDE of the US? That is a whole different kettle of fish as it were.
