Scott, thank you for the opportunity to view the stewardship act.
I read through it, and yes, while a pharmaceutical stewardship program would
take the burden off of government to manage yet another problematic waste,
the burden will most likely be put on consumers. As you know, the paint
stewardship program is often subsidized by fees collected at purchase. The
fees are collected whether the entire product is used or not. And the
products stewardship programs do not appear to be getting at the root of the
problem, which is oversupply/over use of product.
Two suggestions for getting to source reduction: Implement a sliding fee
based on the quantity of drugs, paint, whatever purchased. For example, for
a pint of paint, the fee is $1.00, $4.00 for a gallon. A 500 tablet
container of acetaminophen has a larger stewardship (disposal) fee than a 50
tablet container.
In the education portion of the act offer education and information about
how to reduce the waste.
Yes, I realize we've gone too far to change it now, but how is it we get so
far into these letters, legislation, etc. ignoring the national policy of
pollution prevention?

Congresswoman Louise Slaughter (NY).
The Product Stewardship Institute (PSI), with input from many of you, helped
develop this bill. It contains all of the elements critical to establishing
a successful national producer-funded pharmaceutical take-back program.
Importantly, it includes language ensuring that more stringent local
legislation would not be preempted.
PSI's support letter is attached here. Please let us know as soon as
possible if we can include your company, agency, or organization on this
letter among those supporting the bill. Please visit the PSI website
