Swing and a miss, it should make manufacturers responsible and they can work out something with retail if retail is amenable. In MN, it looks like the non-chain pharmacies and those managed by health care organizations are the first (and so far only) ones interested in collecting. We're happy they are interested and happy to support voluntary collection.
