I found this story a bit confusing since it does not discuss an actual vote, only the partisan fighting about two competing proposals.
The republicans supported a version, administered by the OR Board of Pharmacy and OR Health Authority, which focused on opioids, stressed education and promoted trash disposal. Law enforcement kiosks would be voluntary and paid for by hospitals, pharmacies and taxpayers.
The version that passed will be administered by the Dept of Environmental Quality, covers a wider range of medications, and requires kiosks or mail back in every county, with the cost being born by pharmaceutical manufactures.
The story mentions that a similar bill in King Co. WA costs only one cent for every $10 in revenue.
