Learn from the experts who have passed producer responsibility legislation for medications and/or medical sharps at the local and state level, and learn how any city, county, or state can achieve EPR for meds and sharps. You will also hear from a cutting edge medical waste company that is using ozone to treat medical waste!

Debra Shore, Commissioner -  Metropolitan Water Reclamation District
Debra Shore worked with chief sponsor Cook County Commissioner Larry Suffredin to secure unanimous passage of the Cook County, IL safe medicine disposal ordinance, approved on 10/26/16. Cook County was the first County to pass a medication disposal ordinance outside of California and Washington.

Debra began her first term on the board of commissioners of the Metropolitan Water Reclamation District of Greater Chicago in 2006. She was re–elected for second and third terms in 2012 and 2018 and continues to advocate for extended producer responsibility in Illinois.

Tim Goncharoff, Resource Planner - Santa Cruz County Public Works

Tim Goncharoff led Santa Cruz County to pass the first local EPR ordinance in California for medications and medical sharps. Santa Cruz County's ordinance includes mandatory retailer participation, so all pharmacies are required to participate. Santa Cruz County’s program has been in operation since 2006, so Tim has a wealth of experience to share.

Tim Goncharoff is a passionate, creative and dedicated advocate for the environment. He has extensive experience in government as well as the private and non-profit sectors, and writes and speaks widely on environmental issues.

Heidi Sanborn, Executive Director - National Stewardship Action Council
Heidi Sanborn was the Founding Director of the California Product Stewardship Council and is currently the Executive Director of the National Stewardship Action Council, two organizations that helped 13 California cities and counties pass EPR ordinances for medications and/or needles. Heidi supported Alameda County as they were unsuccessfully sued by the pharmaceutical industry, and also assisted Cook County, IL and other states pass producer responsibility ordinances for these products, among others.

Heidi has been a trailblazer in the materials management industry for almost 30 years, working with companies, governments and the public to reduce waste, improve product design and recyclability, and implement cost-effective projects and policies which protect human and environmental health. Heidi’s collaborative, yet tenacious, problem-solving approach has delivered unprecedented success in developing Extended Producer Responsibility (EPR) public policy at national, state and local levels. She engages with diverse stakeholder groups to create and promote best-in-class programs.
