While I am not aware of a .avl...

Print version of the NWI hierarchical legend can be found at:
http://data.labins.org/2003/MappingData/NWI/nwi.cfm

And the online you can type in the code you are looking to determine
(doesn't work with lowercase!) the value:
http://www.nwi.fws.gov/mapcodes.htm (first option).

Good Morning -
Does anyone have an .avl file for the National Wetlands Inventory
shapefiles?  I am trying to interpret the detailed NWI codes like
PEM1/FO1R = Freshwater Emergent Wetland, PFO1A = Freshwater
Forested/Shrub Wetlands.
