Spatial Adjustment may work for you - you can do rubber sheeting or more
rigorous transformations by using displacement links. I don't know if
you can specify an exact scale.  I've used it a few times to scale CADD
parcel outlines existing shapefiles.  =20

I'm trying to resize/scale a group of polylines. Can this be done in
ArcGIS 9.X? If so, is it possible to do it by an exact scale.  I can do
this in AutoCAD using the 'scale' command, but I can't find the command
in ArcGIS.  Any suggestions (besides using AutoCAD)?
