Thank you very much to everyone who responded to my question. Yes, there
is a hidden very handy tool called ArcView 8.X tools in Catalog.

There is an ArcGIS 8.3 toolbar in ArcCatalog that will import E00 files.
Trying going to View > Toolbars > ArcView 8.x tools in ArcCatalog.

I have downloaded a few ArcInfo Interchange files (.e00). I am
using ArcInfo 9.1 and tried using the Toolbox > Data Interoperability
Tools > Quick Import> and I get a window "Tool Not Licensed".

However the ability to import Interchange files was available in
8.3 Toolbox > Conversion Tools > Import to Coverage > Import from
Interchange File. It was very simple and easy...

Does any body know how to extract these files using 9.1?

Thank you for all your suggestions.
