Mark,
Thanks, we do have the TGR2SHP software and I could go that route. I was
trying to find if anybody knew of a source for this data already joined up.
Why is that CENSUS, or some other 3rd party have not made this data
available. I am sure I am not the first person to look for this data in a
GIS format in Georgia!!

My experience has been that usually you need to make this data on your own,
which I'm sure is what you didn't want to hear. The reason I say this is
because the demo data (eg. Census SF data) has several hundred fields for
blocks and the field names have useful aliases like SF0100010 so it takes
some effort to (A) decode the fields you want and (B) put it together.
Here is the approach we took at the florida legislature for the
redistricting effort:
We purchased TGR2SHP software ($40) which will process the non-GIS TIGER
data and turn it into blocks/blkgroups (but no demographic data). THEN we
had to download the attribute data separately from the census and process
this (Census has a free MDB template to help), then create identifiers in
the shape and attribute data and THEN join it. together.
