Is it safe to open the DBF file in other programs?

I've had trouble with corrupting the database when editing the DBF file
with MS Access.

I never tried using Excel.

Don't know about doing this in ArcGIS, but you can read the DBF file into
Excel or dBase and do it there using the various string commands. (LEFT,
RIGHT, MID).
