ESRI has released service pack 3 for ArcGIS. You can download it from
http://support.esri.com. This service pack is about 161 MB in size not
counting the Help service pack. It seems to address many problems that
folks have encountered when trying to use or export AutoCAD DWG files.
Some of the things they have fixed include:

*	The ExportCAD tool should generate a PRJ file for new CAD files
created using this geoprocessing tool.
*	Export CAD is exporting to R-14 DWG/DXF format.
*	The Export CAD tool is not exporting any Annotation or point
Feature classes for DXF
*	The Export CAD tool is not preserving the rotation of Annotation
rotation when they are exported to CAD text
*	Add support for embedded spatial references in CAD reader. This
embedded spatial reference can then be leveraged by the ArcGIS for
AutoCAD application

CAD support is not the only things ESRI has fixed. Some other issues
they have addressed include:

*	Addressing several issues with using the GPS toolbar
*	The measure tool will now remember units so they do not have to
be reset each time
*	When using North Arrow 1 in a layout, it should now export
correctly to PDF and EPS files
*	Select by location using an ArcSDE point feature should now work
*	Improved dual monitor support
*	plus a whole lot more
