In addition to the 2 alternatives to ESRI products cited by Gary Watry
at FSU/COAPS, consider the "TatukGIS" suite of low-cost and free GIS
programs.
We have had great success with the free TatukGIS Viewer for those who
only need to view, query and print existing data - and do not need to
generate new feature classes/shapefiles. Data is protected because the
Viewer does not include editing tools, yet the Viewer has many
abilities. The learning curve is shallow, in 3 hour classes, we had
folks up and running. Its "wildcard" query capability is a nice feature.
Tatuk also sells a full-featured editing program and other packages -
see the attached PDF guide.
I believe some metro Atlanta counties deploy "Tatuk" pretty heavily.
