You may try right clicking on the jpeg in the layout, then Properties,
picture tab and choose to 'Save picture as part of document'. Maybe that
will help in the absence of Acrobat Professional. 

We print to the Adobe virtual printer (distiller) that is installed with
Acrobat professional as part of our normal business process. It creates
pdfs that are a fraction of the file size compared to exporting,
especially when using aerials.

Yes, this has worked for me successfully when the pdf conversion did not
retain all the graphics from the jpg. Scott, you beat me to the punch.

An option you can try is to export your map as an .eps file and use
Acrobat Distiller (part of Acrobat Full edition) to create a pdf.

I have a related problem. When I export to PDF, my jpg logos don't PDF
with the rest of it. Does anyone have any ideas?
