I have heard some good things about Tatuk and Manifold. I have not tried them myself but their users seem to be very happy with the product especially when the price is considered.

There's another good alternative for data creation and analysis, some
competition for ESRI's ArcGIS - it's called "TatukGIS". Tatuk has a
full-featured editing program for lots less $$ than ESRI; we use their
free viewer for our folks who do not create data.

The Tatuk programs can use a wide variety of file formats, including
shapefiles, DXF, raster, etc.
And the learning curve for Tatuk is short - I speak as an ESRI veteran
