Hey Shruggers,
The position I have been in for the past 3 years while developing our
Enterprise GIS was a grant funded position that was not under the
purview of our IT department; weird, sad and true. Now that the grant is
over my position is being moved to the Database Administration section
of our Office of Information Technology. However, the move necessitates
the reclassifying of my current position which is not related to any IT
functions; I guess I have been kind of working out of class for a while.
I'm hoping that some of you out there in Florida state government can
help give me an idea of the most appropriate position title/class, i.e.
Data Base Analyst, Senior Database Analyst, Database Peon, Systems
Programmer (I, II, III, IV...well you get the point), etc. and perhaps
some stock position descriptions that are related to the management of
an enterprise GIS.
I "think" I'm looking for something that encompasses the following types
of duties, but you know in a more boring, governmental type of
format/content. I think it is somewhere between the private sector's
description of a GIS Analyst and GIS Developer.
1) Manage the development, testing, growth and documentation of
agency's ArcGIS Server Enterprise GIS developing all data
(vector/raster), maps and web mapping applications for multiple
organizational units.
2) Understand GIS data/relationship structures to manage large
quantities of spatial/non-spatial public/open source data through
edit/query/manipulation to conduct analysis; producing results in
multiple formats.
3) Manage layers, features classes and map/tool/imagery/geocoding
web services to support multi-tiered web mapping application
development, production, and disaster recovery environments.
4) Develop maps for internal/external agency decision making
purposes/presentation and consumption in web services.
5) Utilize ArcGIS Server Manager and Visual Studio IDE to create,
customize and extend web mapping application functionality to support
application developmental lifecycle processes.
6) Conduct and act upon effective business process analysis to
support increased business efficiency through the application and
integration of GIS and other Information Technology resources.
