shrug-l: Finding a cost efficient trip route

In the past (1996-2003) I have used PC ArcInfo's Network to route snowplows 
in Minnesota and Wisconsin.  Most definitely, using the "right turn rule" 
created the most efficient routes.  I am not sure what ArcGIS's Network 
Analyst can do.  Check it out.
