I worked extensively with tint bands for my GIS Progam capstone project
(specifically, tint bands for English counties to achieve a historical map
effect).

Using the gradient method was simple, though time consuming. However, I
found that the most time was spent constructing custom tint bands for a
specific look - ie. historical maps. In the end, I had 8-10 distinct
gradient bands (based off the "Dust" colors), and after a few dry runs, was
able to go through and customize each polygon very quickly. I also matched
the outline for each poly with the corresponding color, and likewise filled
each poly again with the corresponding color, applying an appropriate
transparency level for desired effect.
