DESCRIPTION 

GIS Analyst:

 

The Florida Department of Health, Division of Disease Control and Health
Protection, is seeking a GIS Analyst to support ongoing GIS data
development and existing GIS projects. The successful candidate will
assist the GIS Manager with the creation, updating, and maintenance of
GIS databases and provide technical support to internal GIS users. The
GIS Analyst may be asked to support projects dealing with analysis of
environmental or public health data and the maintenance of DOH Web-based
Mapping applications . The GIS Analyst will be able to build upon their
GIS fundamentals and skill base and is expected to be a contributing
part of the Environmental Health team.

This is work converting project specifications and statements of
problems and procedures to detailed logical flow charts or diagrams for
coding into computer language. The incumbents will also develop and/or
maintain computer programs or system software to store, locate, and
retrieve specific documents, data, and information, and may program web
sites  Some positions in this occupation may be responsible for
coordinating work and supervising employees. 

Develop and maintain standards, policies, protocols and procedures for
Geographic Information System (GIS) and Global Positioning System (GPS)
technologies in support of statewide Environmental Health programs,
including those required to support Environmental Health Homeland
Security Preparedness. 

Complete individual GIS/GPS mapping projects as required and provide
technical support for GIS/GPS projects created by end-users at
Environmental Health headquarters, including those associated with
Homeland Security Preparedness. 

Design, develop and implement web-based GIS projects to disseminate
environmental health data for statewide programs via the Department's
Intranet for use in Homeland Security by headquarters and county health
departments.

Review and recommend GIS/GPS hardware and software for purchase.

EXAMPLES OF WORK

Produce data layers, maps, tables, or reports using spatial analysis
procedures and Geographic Information Systems (GIS) technology,
equipment, or systems.

Provide technical expertise/documentation in Geographic Information
Systems (GIS) technology to support clients or users.

Maintain base map data with relevant documentation to support GIS
analysis of statewide programs.

Provide technical support for computer-based Geographic Information
Systems (GIS) mapping software.

Perform computer programming, data analysis, or software development for
Geographic Information Systems (GIS) applications, including the
maintenance of existing systems or research and development for future
enhancements.

Create, analyze, report, convert, or transfer data using specialized
software.

Design, program, or model Geographic Information Systems (GIS)
applications or procedures.

Check all layers of maps to ensure accuracy, identifying and marking
errors and making corrections.

Identify and compile database information to create maps in response to
user requests.

Collect, compile, or integrate Geographic Information Systems (GIS) data
such as remote sensing and cartographic data for inclusion in map
manuscripts.

Monitor mapping work and the updating of maps to ensure accuracy, the
inclusion of new or changed information, and compliance with rules and
regulations.

Compare topographical features and contour lines with images from aerial
photographs, old maps, and other reference materials to verify the
accuracy of their identification.

Determine scales, line sizes, and colors to be used for hard copies of
computerized maps, using plotters.

Printing of large format documents using the plotter

Performs additional GIS related work as required.

In the event of an emergency, this office may be required to perform
emergency operations functions, including deployment. I understand that
I may be required to work before, during, and/or beyond my normal work
hours or days in a special needs shelter, Red Cross shelter, emergency
operations center (EOC), or to perform other emergency duties including,
but not limited to, responses to or threats involving any disaster or
threat of disaster, man-made or natural. 

QUALIFICATIONS

BA/BS degree in Geography, Cartography, Environmental Studies, Health
Geography, Computer Science or related field. 
1-3 years of professional GIS experience.
Proficiency with ArcGIS software suite: 10x versions.
Knowledgeable of the ArcMap, ArcCatalog, ArcSDE, and ArcGIS Server. 

Basic understanding of Website Programming (HTML, JavaScript and/or
Adobe Flex) and/or Python is desired, but not required.
Experience providing technical assistance.
Comfortable providing assistance by phone and using remote desktop.
Basic understanding of GPS technical requirements and environmental
settings.
Familiarity with various GIS technologies and software, and ability to
trouble-shoot user problems.
