Please excuse the cross-postings, but I want to get this distribute as widely as possible.

2015 3DEP Broad Agency Announcement

Pre-proposals for the 2015 3DEP Broad Agency Announcement for matching funding for high-quality topographic data are due Tuesday, 08/25/15.

Pre-proposals are highly recommended, but not required, for the final proposals, which are due Friday, 10/23/15. Federal agencies, state and local governments, tribes, academic institutions, and the private sector are eligible to submit pre-proposals.

Criteria for project selection:

1. Project Location
*       Areas with no LiDAR coverage (approximately 15% of FL)
*       Existing data
o    Data more than 8 years old (most of the 85% of FL which does have coverage)
o    QL3, 4, 5 (all of the 85% of FL which does have coverage)
o    Significant changes to the landscape have occurred
2. Areal Extent
*       3DEP Prefers project between 1500 and 5000 square miles
o    Preference given to larger projects
*       Projects outside of this range considered
o    To fill in gaps in coverage
o    Significant partner cost share contribution

Applicant validation of funding partners will be heavily stressed this year - so you must already having funding identified when submitting proposals.

Coordination within FL

As criteria favor larger projects and those with significant partner cost share contribution, please consider coordinating your proposal with other entities within the state.

To assist with this effort and in cooperation of the Agency for State Technology's Enterprise GIS Workgroup, FDEM has set up the following to make known proposed footprints -


*         View proposed footprints and US Interagency Elevation Inventory (existing LiDAR data inventory) at the following locations -

*         How to contribute to this map --
*         Edit through the web map or web mapping application
1.       Open this web map or the accompanying web mapping application
2.       Zoom in to display LiDAR Tile Grid - for Editing (NOTE: this layer is editable by everyone, so don't have too much fun with that!)
3.       Select Edit, select tiles to include in proposed footprint
4.       Provide the name of your agency and set Proposed from 'Not Proposed' to 'Proposed' - (this may not work as advertised, but here's hoping!)
*         You may also try editing the service directly through ArcGIS Pro.
*         You may send GIS data to EOC-GIS at em.myflorida.com<mailto:EOC-GIS at em.myflorida.com> via email

Criteria is also supposed to include proposals being vetted by a state GIS coordinating body. The Data Coordination and Awareness Subgroup of the Agency for State Technology's Enterprise GIS Workgroup has agreed to serve as that body for this purpose - so coordinating gets your proposal this stamp of approval - which may also lead to higher ranking in the criteria!
