shrug-l: Creating polygons from point data

Hi all, welcome to Monday.

I have been asked to take data containing 1003 points and create 21 polygons that contain equal (or just about equal) number of points.  I have been looking over the various spatial analysis tools but cannot find one to do what I need.  Does anyone out there know of a tool that will do this.  My fall back is to start digitize the polygons by hand.

BTW, I tried to look at the Districting tool but I cannot seem to get it to show up.  The tool was installed but when I click it in the tools list to make visible it shows of about a second then disappears.  Turning it on/off in the tools list does nothing to make it appear.  Any ideas on why a tool will be visible for a second then never to be seen again until you restart everything?
