It has always been my understanding that yes this is reimbursable during declared disasters from FEMA as long as you can document it. Usually done through your 214 form. https://training.fema.gov/emiweb/is/icsresource/assets/ics%20forms/ics%20form%20214,%20activity%20log%20(v3).pdf
Any paper, ink and resources used outside of normal every day operations if documented are reimbursable. Usually your Documentation Unit through your EMA can guide you with what proper documentation outside the 214 might be required.
I’ve seen other counties document plotter usage, as well as recording how many miles of paper they used and get reimbursement. In your case it’s going to be the time mostly that you want to document, but again time outside of normal day operations. Whether FEMA has the funding to reimburse it is the next billion dollar question.

Does anyone have experience with COVID-19 FEMA Reimbursements? I'm wondering if costs associated with implementing GIS Tools/Apps can be considered a COVID-19 FEMA Reimbursement. I was thinking the tool may fall under the "Communications of general health and safety information to the public." option. For example, an Operations Dashboard that displays the areas and frequency of cleaning/sanitizing of the airport terminal spaces. Any feedback would be greatly appreciated. Thanks!.
