Great comments Patty. I agree with all of them. We often catch business =
after
the fact when we visit them and they say, they took their waste to such =
and
such collection location on a given date. If they can't produce a =
receipt for
their disposal we assume they have disposed of their waste at a HHHW =
event.
Once that is determined or they admit they did do that we make the =
business
reimburse the appropriate costs to the county. If they do not do that we =
levy
a civil penalty against the facility which is usually 10 times the =
amount
that it would have cost the business to dispose of the waste originally. =

luck Andrea. I just thought of one more in how dumb some individuals =
are, "We
observed a guy show up at a HHHW event in the their company truck."

Citrus County has been accepting CESQG waste for several years. =
Businesses
passing off as household is a BIG problem. Most are painters and =
handyman
type businesses. When a load comes in that appears to be larger than the
'average" homeowner's quantity or waste that "looks" like it might be
business waste, I question the participant. Usually they will up to it. =
I
have developed a technique in questioning them where they sort of just =
give
me the answer I need. Some things I look for are five gallon containers,
containers with labels on them and participants wearing shirts with logo =
on.
It is a problem, but I felt that at least if I could get them in the =
door,
the waste is not piling up at the business or being disposed of =
elsewhere.
When doing SQG inspections, we stress that business disposal is by
appointment only. Sometimes that works.=20
