Data Request - Latex Paint in the Environment =20

=20

As you may know, the Product Stewardship Institute is facilitating a =
National
Paint Product Stewardship Initiative which has resulted in an agreement =
to
implement multiple projects. One of those projects is a study of the =
life
cycle costs and benefits of different methods for managing leftover =
latex
paint. As part of the lifecycle study, we are searching for data - =
hard,
anecdotal, or otherwise - regarding the disposal of latex paint in the
environment. Any data from surveys, anti-dumping hotlines, enforcement
programs, water quality studies, storm water sampling, landfill =
monitoring,
incinerator air emission modeling, etc. - would be appreciated, =
particularly:

=20

*	Any data regarding the frequency, prevalence and/or quantity of
liquid latex paint (from households, painting contractors, etc.) poured =
down
storm drains or into waterways, or otherwise illegally dumped.=20

=20

*	Any data regarding public health and environmental impacts associated
with the disposal of liquid latex paint in storm drains or waterways, or
otherwise illegally dumped. Examples might include elevated pollutant
concentrations, fish kills or other impacts to aquatic environments.=20

=20

*	Any data regarding public health and environmental impacts associated
with the disposal of liquid or dried latex paint (by households, =
painting
contractors, etc.) in the conventional solid waste system. Examples =
might
include leaks from garbage collection vehicles, leachate or air =
emissions at
landfills, or heavy metals in air emissions or ash residue at garbage
incinerators.=20

=20

Please contact David Allaway of the Oregon Department of Environmental
Quality at allaway.david@deq.state.or.us or (503) 229-5479 if you have =
any
information from your community or are aware of information that may be
relevant. =20

=20

Please feel free to forward this e-mail to other parties that may be =
able to
assist with this project.

=20

Thank you!=20
