POSITION DESCRIPTION:

 

This position is responsible for providing technical coastal engineering
expertise to and for the Division of Recreation and Parks relating to beach
management and coastal process issues that affect the beaches within coastal
parks managed by the Division.  Performs scientific and professional
engineering activities requiring highly advanced and specialized coastal
engineering and technical and scientific skills to develop information,
recommendations, and products for the Division relating to parks with
beaches.  Provides assistance to and coordinates with other program areas of
the Division in pursuit of the mission of the Division to provide resource
based recreation while protecting the resources of the beaches within the
parks.  Performs coastal engineering review and analysis and prepares
responses concerning permit applications and other proposals by federal,
state, or local governments that may affect coastal parks.  Proposals could
include beach/dune restoration and nourishment, inlet management plans, inlet
alteration, port expansions, erosion control projects, and others.  Assists
with: the preparation of the Division request for funding from the Florida
Beach Management Funding Assistant Program; the preparation of Division
proposals for development and construction within the coastal system; liaison
with the Bureau of Beaches and Coastal Systems; and the development of the
division-wide management plan for beaches with the Florida Park Service.
Performs post-storm inspections and provides recommendations for repair and
restoration.

 

KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT:

 

Registration as a Professional Engineer in accordance with Florida Statute
471 is required.  An understanding of coastal processes, mathematical and
statistical applications, data processing and programming.  Florida coastal
construction regulatory requirements, technical writing skills, and
coastal/civil engineering principles.  Ability to plan, evaluate, and
investigate engineering works and systems; apply engineering quantitative
techniques to monitor and inspect projects, communicate engineering knowledge
and information effectively.  Skill in using computer aided design and
communications software.  Knowledge of concepts, technology, principles, and
analytical techniques of coastal processes and coastal engineering
management; engineering design and construction of coastal shore protection
structures; and coastal geology and geologic processes.  Ability to
communicate effectively both verbally and in writing concerning complex
engineering and coastal processes.  Ability to travel.  State of Florida
driver's license required.

LOCATION:  Tallahassee, nestled among the rolling hills of northwest Florida,
is located in the center of the eight-county "Big Bend" area.
Geographically, Tallahassee is close to both the Gulf of Mexico, a mere
twenty miles to the south, and to Georgia, fourteen miles to the north.

 

PHYSIOGRAPHY:  Tallahassee's rolling landscape, typical of regions further
north, is unique among the major cities of Florida.  Some areas of the
county, including the downtown ridge encompassing the Capitol complex, City
Hall, and the County Courthouse, exceed elevations of 200 feet.  The highest
elevation in Leon County is 288 feet, found in the northern part of the
county, about a quarter mile to the southwest of Lake McBride.

 

SCHOOLS:  The average SAT score of 1,052 in Leon County (2001-02 school year)
was above both the Florida average (997) and national average (1,020).  Leon
County Schools rank among the top districts in the state for student success
as measured by the FCAT (Florida Comprehensive Assessment Test).  Of the 67
school districts in Florida, Leon County ranks among the top 7 districts in
every subject at every grade level (in all but four areas, ranks in top 5
districts).  Tallahassee is home to the following colleges: FLORIDA STATE
UNIVERSITY (Full-time enrollment: 29,949); FLORIDA AGRICULTURAL AND MECHNICAL
UNIVERSITY (FT enrollment: 10,991); and, TALLAHASSEE COMMUNITY COLLEGE (FT
enrollment: 7,016).

 

CLIMATE:  Tallahassee has the mild, moist climate characteristic of the Gulf
States, and experiences a subtropical summer similar to the rest of Florida.
In contrast to the Florida peninsula, however, the panhandle, of which
Tallahassee is a part, experiences four seasons.  The average high and low
temperature for June - July is 92, 72 and for December - February is 65, 41.

 

DEMOGRAPHICS:  The population of Leon County continues to grow at a steady
pace, averaging 2.9% per year in the 1980's and 2.4% per year in the 1990's.
Presently 63% of the population of Leon County resides within the City limits
of Tallahassee and 37% of the population lives in the unincorporated areas of
the County.  The median age of Leon County is 29.5, ranking Leon County as
the second youngest of Florida's sixty-seven counties.
