Environmental Specialist I in the ERP Program
DESCRIPTION
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
This is an independent professional position requiring knowledge in the fields of biology, hydrology and chemistry in order to perform work in the Submerged Lands and Environmental Resource Program (SLERP).
This position conducts permit/lease compliance inspections associated with Environmental Resource Permits for dredging and filling activities in, on, or over wetlands or surface waters; construction of stormwater management systems, mangrove trimming activities, and state lands authorizations.
Reviews wetland mitigation and water quality reports and other documents submitted to the Department to evaluate scientific and biological data and recommends appropriate actions.
Initiates enforcement actions by preparing warning letters, notice of violations, consent orders and case reports. Participates in informal conferences and negotiations to resolve violations of the Department's rules and regulations.
Processes and evaluates Environmental Resource Permit Applications pertaining to dredging and filling activities in, on, or over wetlands or surface waters; stormwater, mangrove trimming activities, and state lands authorizations. Drafts documents for review and approval including, requests for additional information, project evaluation letters, exemptions, completeness letters, noticed general, standard general, individual, and conceptual environmental resource permits, denials, notice of intents, conservation easements, etc.
Field evaluates projects as to whether the projects fall within the Department's jurisdiction by identifying aquatic, wetland, and transitional communities in accordance with Florida Statutes.
EXAMPLES OF KNOWLEDGE, SKILLS AND ABILITIES
