DESCRIPTION
Summary of Duties: This is a highly technical and professional position in the Watershed Data Services Section (WDS) of the Bureau of Watershed Restoration in the Division of Environmental Assessment and Restoration (DEAR). The position is responsible for providing technical and scientific expertise to aid in the management and evaluation of monitoring data from the State's water resources, and to support the data management needs of DEAR. The position requires knowledge of advanced data management concepts and software to facilitate in managing and evaluating data. Travel is required. Specific duties include:
Act as a Data Provider Coordinator for the Department of Environmental Protection. Work with water quality monitoring agencies and Data Providers in assigned areas of the state (e.g., DEP Districts) to facilitate loading of data to DEAR's environmental databases, principally Florida STORET or its successor. Coordinate with the DEP Districts, other Department Sections, the Water Management Districts, and other data providers in developing and maintaining databases and other software applications that allow for them to load high quality environmental data to and retrieve it from DEAR's environmental databases. Develop standards for use, control, and maintenance of data used by DEAR programs (e.g., data for the development of water quality standards and criteria, water quality assessments, TMDL development, BMAP development, and for watershed monitoring planning). Construct, maintain and train on new processes and procedures for data maintenance, migration and quality assurance.
Assist in the planning, development, and implementation of database management projects related to the Department's initiative for a successor to Florida STORET [e.g., Watershed Information Network (WIN)].
Assist Department and external data consumers with Florida STORET (or its successor) database related inquiries. Investigate questions regarding data in Florida STORET (or its successors) and work with appropriate staff and data providers to resolve identified data anomalies.
Participate and work effectively as a leader, facilitator, or member of Division, bureau or section approved teams. Teams will be created as needed to facilitate completion of tasks related to the implementation of the rotating basin approach, to improve the effectiveness of the operation of the section or bureau, or to resolve process or work problems.
Manage contracts as required by above duties. Prepare oral and written reports as needed. Perform other duties as required.
Knowledge, Skills and Abilities (Essential) include:
* Knowledge of database structure and management concepts;
* Knowledge of water chemistry and data collection and analysis techniques;
* Ability to deal with the public in a tactful and courteous manner;
* Ability to work independently;
* Ability to work with others in a team setting;
* Ability to plan, organize, and coordinate work assignments;
* Ability to communicate clearly and effectively verbally and written;
* Ability to complete assignments on time;
* Ability to travel and maintain a valid driver's license.
Knowledge, Skills and Abilities (Preferred) include:
* Knowledge of Oracle, SQL, and PLSQL
Position Requirements:
* Valid Driver's License
* A Bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering or related fields of study and/or computer science and related experience.
