Engineering Specialist II in the Waste Cleanup Program

DESCRIPTION

This is an independent environmental professional working in the Waste Cleanup program.  Knowledge of permitting, compliance and enforcement activities relating to environmental pollution is required.  Sampling and safety training must be completed before any sampling is conducted.  The ability to manage multiple waste cleanup sites with limited supervision is a key requirement of the position.
Initiates and pursues enforcement actions by coordinating with program attorneys, district staff, and other agencies, as appropriate.  Prepares warning notices, notices of violation, consent orders and case reports.  Evaluates reports, laboratory data and other evidence to support enforcement cases.  Tracks requirements of agency orders for assigned cases.
Meets with consultants, attorneys, developers, municipal officials, responsible parties and property owners to negotiate initiation of Site Assessment/Remedial Action (SA/RA) processes and the settlement of violations through consent orders.  Coordinates resolution of enforcement cases with waste management and legal staff, and local, state and federal agencies.
Evaluates reports of actual or potential groundwater and soil contamination and the supporting quality assurance procedures.  Develops recommendations regarding further investigation and the specific nature of the corrective actions needed to protect the quality of groundwater in the District.  Reviews contamination/site assessment and remedial action documents developed and submitted to the Department.  Completes reviews of engineering-related documents under the technical supervision of a Professional Engineer.
Tracks the progress of contamination assessment and cleanup activities at waste cleanup sites.  Responsible for updating the appropriate computer tracking system(s) in a timely manner.
Provides the public with information regarding groundwater cleanup sites including NPL, state action, and responsible party sites.  Represents the Department at public meetings and hearings.  Interfaces with the media.
Performs other duties as assigned.
EXAMPLES OF KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of state and federal rules, regulations, policies and procedures relating to environmental cleanup including remediation.
Knowledge of common industrial processes and operations and the types of waste streams created.
Knowledge of the concepts, terminology, principles and analytical techniques of remediation engineering.
Knowledge of the application of engineering principles in the practical solution of engineering problems.
Skill in interpreting scientific data presented in reports.

Ability to maintain a valid driver's license.
Preferred
Knowledge of hazardous waste regulations.
Knowledge of data collection and analysis principles and procedures.
Ability to evaluate data including output from computer models.
