Environmental Specialist II in the Air Program

Requires a Bachelor's degree or one to three years of equivalent work experience.

DESCRIPTION
The Air Compliance Environmental Specialist II position is a professional position responsible for performing detailed technical assignments in air compliance and enforcement and providing compliance assistance for a sophisticated air program.  The incumbent reports to the Environmental Compliance Manager.  This position is medically monitored.
Performs stationary source compliance on-site inspections as it relates to engineering policies which include: gathering necessary data and reviewing records to determine compliance with rules and permit conditions; inspecting each air pollution source and continuous emission monitor (CEM) for proper operation; reviewing air pollution control device operation and identifying problems which could increase emissions; conducting visible emission evaluations (this requires special knowledge and a semi-annual demonstration to maintain certification) ; observing and auditing stack tests, miscellaneous test, and CEM performance specification tests to ensure the tests are conducted properly in accordance with standard EPA methods and determine whether the results indicate compliance with applicable rules, laws, and permit conditions; coordinates stack test, visible emissions tests and miscellaneous tests; reviews compliance reports (i.e. stack test reports, visible emissions test reports, CEM reports, excess emission reports, miscellaneous reports); assuring all compliance information and data required is entered into the Air Resources Management System (ARMS); retrieves and interprets ARMS data to determine trends in compliance history; maintains records, prepares necessary reports.
Performs air complaint investigations to determine validity of complaints, the cause of the problem, and whether a violation of a rule has occurred; coordinates and refers cross media and multi-jurisdictional complaints to and cooperates with appropriate agencies.
Assists in environmental enforcement for air violations occurring in the Southwest District.  Enforcement procedure primarily includes the drafting of referral including summary of supporting documentation.  Assists in the review of Warning Letters, requests for additional information, Consent Orders, and Notices of Violation with Case Reports related to potential violations.  Attends and participates in meetings related to enforcement.
Represents the Department at public meetings and hearings and provides information to the public.  Attends training courses, Division and District meetings, seminars, conferences, workshops and other meetings related to the air program as needed.
Performs other duties as required by supervisor.

Knowledge of chemical elements, compounds, and processes involved in air pollution.

Knowledge of air sampling and analysis techniques (i.e., stack tests, VE, CEM, etc.)

Ability to communicate effectively verbally and in writing technical reports.
Ability to communicate inspection findings orally and in writing.

Ability to understand, interpret and apply applicable rules, regulations, policies and procedures relating to environmental program.
Ability to analyze and interpret data as it pertains to air pollution control concepts.
Ability to understand and follow legislative policy direction as established in Florida Statues.
Ability to deal with the public in a tactful and courteous manner.
Preferred
Knowledge of chemical hazards.
