Position Requirements:
1. Must have a valid Florida driver's license or the ability to obtain one.
2. Requires bachelor's degree with a major in a natural science or engineering field
Summary of Duties:
This is a professional position responsible for conducting district compliance and technical assistance for solid waste management facilities and petroleum storage tank facilities.
Conduct routine inspections of solid waste management facilities and petroleum storage tank facilities.  Inspect permitted sites for compliance with Department rules and permit conditions.  Initiates enforcement action, as necessary, by preparation of non-compliance and warning letters.  Coordinates with supervisor or designated team coordinator on the preparation of further enforcement documents including case reports, consent orders, notices of violations and final orders.
Provide technical assistance to owners, operators, consulting firms, and other governmental agencies to achieve and maintain compliance with regulations relating to waste management facilities.  Performs tracking and follow-up on all waste management program sites. Investigates solid waste and petroleum storage tank complaints and prepare reports with recommendations to resolve violations.
Review technical documents such as closure assessments, contamination assessment reports and other investigative reports to determine compliance with Florida Administrative Code Rules 62-770, 62-777 and 62-780.  Offers recommendations to consulting firms and owners regarding the assessment and remediation of petroleum contaminated media.
Contribute recommendations to modify waste management rules, forms and procedures to more effectively assure the implementation of the programs.
This position will attend applicable annual training workshops, teleconferences, workshops, meetings, seminars, OSHA mandated safety courses and required medical monitoring events.  This position will perform other duties as assigned.  Conduct cross-training in other waste management program areas as required.
This position is a participant of the DEP Medical Monitoring Program.
Essential Knowledge, Skills, and Abilities
(1)   Knowledge of State's waste management rules.
(2)   Knowledge of geology, chemistry and/or biology.
(3)   Ability to understand and apply applicable rules, regulations, policies and procedures relating to waste management   program.
(4)    Ability to communicate effectively in writing and verbally.
(5)    Ability to plan, organize and coordinate work assignments independently.
(6)    Ability to perform field inspections working independently.
(7)    Ability to interact with the public in a courteous and tactful manner.
(8)    Ability to collect, evaluate, analyze and interpret scientific or technical data.
(9)    Ability to establish and maintain effective working relationship with others.
(10)  Ability to solve problems and make decisions.
(11)  Ability to use computers, software programs and various electronic devices.
(12)  Ability to maintain a valid driver's license.
(13)   Ability to travel and stay overnight when required.
(14)   Ability to carry up to 40 pounds over a distance of 100 yards.
(15)   Ability to climb ladders and stairs.
(16)   Ability to walk on slopes such as those located on solid waste landfills.
(17)   Requires bachelor's degree with a major in a natural science or engineering field.
Preferred Knowledge, Skills, and Abilities
(18) Ability to communicate effectively in Spanish and/or Creole.

(1)   Medical Monitoring, including initial and exit examinations, is required.  Continued satisfactory medical evaluations, at appropriate intervals decided by the Department are required.  Exposure logs shall be properly maintained.
(2)   Complete initial OSHA 24 hour HAZWOPER and OSHA 8 hour HAZWOPER refresher annually thereafter.
