GENERAL SUMMARY:

Performs responsible technical work, protecting and preserving Charlotte County's environmental and solid waste resources through the implementation of solid waste conservation, management, educational, and promotional programs designed for residential, institutional, and business activities. Work involves the responsibility to conduct solid waste field audits of businesses and institutions within Charlotte County, and to evaluate audit findings and make recommendations regarding their solid waste and special waste activities including handling, storage, disposal, consideration for alternative processing, diversion, and recycling.

ESSENTIAL RESPONSIBILITIES:

 *   Assists in the planning, coordination, and implementation of various short and long-term solid waste activities relating to Charlotte County's residential and commercial recycling programs, diversion, household hazardous waste, conditional exempt small quantity generator inspections, assessment programs, compliance, litter prevention, waste reduction, and other special waste programs.

 *   Occasionally performs public relations activities; informs students, residents, businesses, civic organizations, and County and government agencies of the Department's programs, activities, functions, and other department services; assists in the development of advertising campaigns, newspaper ads, television and radio ads, slide show presentations, press releases, flyers, brochures, and other publicity venues.

 *   Prepares, compiles, and researches information needed for the preparation of contract specifications, grants and grant applications, bids and quotes.

 *   Provides detailed and accurate written reports on all related work activities.


 Min. Education, Licenses and Certifications:

Minimum Education and Experience: Associate's degree in environmental sciences or related field and at least two (2) years of relevant technical experience; or an equivalent combination of training, education and experience.

Licenses and/or Certificates: Possession and maintenance of a valid State of Florida driver's license. Solid Waste Association of North America (SWANA) Manager of Landfill Operations Certificate and/or Certification from the Florida Department of Environmental Protection as a Recycling Coordinator (must possess one or both within six (6) months of hire.). HSHA Hazardous Waste 40 Hour Training Course (must successfully pass within one (1) year of hire.).


 Knowledge, Skills and Abilities:


 *   Knowledge and understanding of various State and Federal regulations and their specific conditions including Chapter 62-701 F.A.C. "Solid Waste Management Facilities" and the Florida Solid Waste Management Act, Federal EPA's Waste Wise Program, FDEP's Conditionally Exempt Small Quantity Generator Assessment Program and Pollution Prevention Program.
 *   Ability to learn and comprehend continuing education classes offered by the Department to enhance safety training, and technical information.
 *   Ability to assess the information and facts derived from operations, regulatory documents, and technical papers for the professional management of the Division's programs.
 *   Knowledge of modern governmental office practices, procedures, equipment, and standard clerical/administrative support techniques.
 *   Ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor.
 *   Ability to make recommendations and to use resourcefulness and tact in solving new problems.
 *   Ability to follow technical or complex written and oral instructions.
 *   Ability to ascertain priorities and meet deadlines and objectives.
 *   Good written and oral communication skills.
 *   Knowledge of standard office computer equipment and software applications; ability to maintain accurate records and reports.
 *   Ability to establish and maintain effective working relationships.
 *   Ability to operate a motor vehicle.


Supplemental Information:

Working Conditions:  Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.

Risk/Safety Conditions:   There is little or no risk related to physical and/or mental health and safety associated with this position.

Essential Physical Activities: Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, finger movement, repetitive motions, depth perception. Frequent lifting of 10 to 25 pounds; occasional lifting of up to 50 pounds.
