I sent the following to Laurie upon receiving the initial e-mail about this,
but I didn't see it on the ListServe.  I'm not entirely familiar with the
protocol for posting things - apologies if I should not be using "respond
all," but in light of all of the discussion, including of what we are doing
here in Wisconsin, I thought I would re-send my original response...

 

Hi Laurie.  Our household hazardous waste (HHW) collection site rules provide
for the use of these facilities by Very Small Quantity Generators (VSQGs).
The fastest way to give you some bare-bones information would be to direct

a reference to a guidance document we developed in cooperation with our
Department of Health, providing guidance to facilities such as those you
mentioned, regarding their generator status (business or household).

 

Several of our collection events/facilities have accepted pharmaceuticals
from VSQG; however, some have chosen not to do this for various reasons,
including cost (I have heard of instances where they come in with significant
amounts of material - far too much to handle at one of these one-day
collection events).  I agree there are some instances where it seems
unreasonable to point out all of the RCRA requirements to certain facilities
or generators.  On the other hand, we are trying to get that message out to
generators, with a view to encouraging better overall management decisions
(e.g., purchasing and inventory, prescription practices, and proper waste
management).

	Here is a question from a non-member of the list serve. But I think
it is a good question for us to discuss and I'd like to hear of any solutions
other states have come up with for clinics, nursing homes, vets - the people
that kind of fall through the cracks - not covered by homeowner's exemptions
but not big enough to use reverse distribution. I hate to tell them about
RCRA and that they need incur costs to dispose of their drugs and have been
told on more than one occasion that they are going to keep flushing their
meds until I come up with a regulation that says they can't. 

	Any good solutions out there? Or does anyone have regulations that
help these very small generators?
