shrug-l: ArcPublisher

Hello, All:
 
I'm looking for an interactive map solution.  The end user is not GIS
savvy.  
 
I've considered the following:
1. ArcPublisher / ArcReader - seems like a reasonable solution to make
published maps interactive, but I don't know the software limitations
(i.e. can it handle display transparency, how secure is the packaged
data, etc)
2. ArcGIS Server / IMS - I have the resources, but anything
internet-based can have performance issues.  I also worry about network
connects during presentation.
 
I want to create presentation quality interactive maps that have
pizzazz.  Please comment on the above and offer any suggestions.
