Director of Application Development

JOB DESCRIPTION
Provide primary leadership and supervision of business group staff in
the SER C&IS GIS practice. Provide the cross functional (business
development, technology, staffing, and project delivery) perspective for
assigned staff. Assigned the responsibility and accountability for
staffing and project delivery performance of their practice. Works with
the area business development lead(s) to assign appropriate staff for
business development teams, strategy, and pursuits. 

Able to provide high level technical expert in design, development,
implementation, and testing of complex GIS applications or significant
enhancements to existing GIS applications. Acts as highest level
technical expert, addressing issues of standards, strategy, technical
requirements, and long-term administration and maintenance. Works with
client and project team to develop GIS application and analysis
strategies to support client needs. Competent to work on all phases of
GIS application projects.

KEY DUTIES: 
Serve as the visible face of the business group to staff in the region.
Serve as the primary conduit from the Regional Management team to
provide enterprise/business group/regional business strategy and other
key information to staff through the Operations Leaders that are his/her
direct reports. 
Work with the Operations Leaders to assure staff has the appropriate
advocacy, mentoring, development planning and project opportunities to
reach their career objectives. 
Serve as a member of the extended business group management team at the
discretion of the RBGM. 
In conjunction with the Operations Leaders, the Practice Manager and the
Strategic Staffing Manager ensure that optimal project assignment,
workload leveling, hiring and management recommendations are made for
assigned staff both within the geography and across the regional
business group. 
Through the Operations Leaders provide appropriate learning and
development and reward and recognition opportunities for staff. Lead the
Performance Enhancement Process (PEP) and total compensation process for
the geography and participate in the process at the regional level. 
Responsible for building staff capabilities in technical, project
management and business development areas. 
Total level of effort depends on number of staff and projects. Expected
range is from 40% to 50% of time. 
Accountable for the performance of projects and Project Managers (PMs)
within a geographic area. Assure assignment of appropriate staff to
projects. Periodically consult with PM''s regarding staff performance.
Provide feedback to staff. 
Ensures that the delivery of projects in the practice portfolio result
in: 
Superior Client Service 
Sound Technical Quality 
Strong Financial Performance 
Assures that the financial processes of the firm are satisfied
(including costing and pricing, contracting, invoicing, revenue
declaration, etc). Utilizes project delivery assistants to accomplish
transactional duties that can be taken off PM''s plates 

QUALIFICATIONS: Degree in Computer Science, Math, Engineering, Business,
or equivalent work experience. Background in all phases of GIS
applications development, integration, and implementation. May be top
level technical expert in one or more highly specialized areas required
for GIS applications. Strong knowledge of available information
technology and its strategic application to support business goals.
Strong knowledge of computing and networking systems and application
development processes. 

EXPERIENCE:10+ years work experience in Information Technology with
experience in GIS and Business Management



Software Architect

Job Description

DESCRIPTION: Works independently designing and developing new software
applications or major enhancements to existing software applications.
Acts as highest level technical software expert, addressing problems of
integration, compatibility, and multiple platforms. Has full technical
knowledge of all phases of applications software analysis and
programming. May be top level technical expert in one or more highly
specialized areas of application software analysis and programming.
Directs large development teams in formulation and design of highly
complex software applications. Performs feasibility analysis on
potential future projects. Devises or modifies procedures to solve
complex problems considering computer capacity and limitations and
desired results. Responsible for project completion. May have
responsibility for ensuring that the work of less experienced
programmers is checked and reviewed. Competent to work in all phases of
software development projects. 
  
QUALIFICATIONS: Degree in Computer Science, Math, or Engineering or
equivalent work experience. Strong knowledge of programming language and
techniques. Strong knowledge of programming methodology. Thorough
understanding of particular business functional area/areas and
appropriate software applications. Extensive knowledge of third party
software and hardware options. Strong communication and leadership
skills. 
 
EXPERIENCE: 8-10+ years of programming experience.


EDUCATION:
* Bachelor's Degree in Information Technology, Computer Science,
Electrical Engineering or other related field required.
* Advanced Masters or Ph.D. degree(s) in related field preferred.
* Demonstrated training or work experience with a wide variety of
technologies indicating candidate's ability to quickly learn and
implement new technologies.




 
SE Region Business Development Lead

JOB DESCRIPTION
As the Southeast Region''s Federal Business Development Lead for Geobase
Solutions, this position will Lead business development for value-based
information technology (IT) solutions for the Communications and
Information Solutions (C&IS) Group of CH2M Hill to federal markets and
clients, and grow federal business in the region. 

Core Responsibilities will include; 
Growing the regional C&IS business across federal government markets,
focusing on high level business development featuring the technologies,
services and partners in the C&IS Solutions Portfolio. Building a
portfolio of projects that meet the revenue and margin targets of a
multi-state region. Prepare, update and maintain a regional business
development plan with financial goals and objectives, including business
development budgets and accounts, territory and opportunity plans.
Contribute to the development of business, marketing objectives, and
strategies on both Global and Regional levels. 

In conjunction with the responsiblities above this position is
responsbile for positioning and persuasion; laying the groundwork for
profitable negotiations and project delivery. Ensuring that pursuits
involve the responsible contract, delivery and management resources as
required to ensure delivery quality and project financial success. 

QUALIFICATIONS
Successful candidates possess a proven ability to lead the business
development process, engage effectively at the most senior levels of a
targeted client and orchestrate the assets of the firm toward
identifying; communicating and gaining client agreement as to the
tangible business value of a C&IS solution. 

More than 15 years experience in a Department of Defense agency, either
in government service or as consultant to the government. An
understanding of geographic information systems (GIS), including GPS,
CADD and vendor specific architectures, e.g., ESRI, Trimble, Leica,
Autodesk, Bentley which includes an understanding of databases and their
enterprise architectures (e.g., Oracle, MS SQL Server). An understanding
of traditional architectural and engineering services such as:
photogrammetry, LiDAR, surveying, mapping, planning, environmental, and
facilities, utilities and transportation infrastructure. Possess a
general understanding of federal enterprise IT plans, policies,
architectures and standards and an understanding of these enterprise IT
constructs as they relate to a particular Defense Department or agency.
Understand systems-level integration concepts and ability to identify
and articulate creative ''outside-the-box'' solutions requiring
systems-level integration. Experience in systems design, engineering,
and/or development, including operations, maintenance, and sustainment
is a plus. 

Military service as an officer or enlisted in an information,
communications, or intelligence field is a plus.
