Alex,
Most any dual frequency RTK GPS equipment is capable of such accuracy. It really depends on the environment, but if you are looking at something for asset inventory or say sanitary or storm, I would recommend a dual constellation system (GPS+GLONASS) as I have used SEVERAL manufacturers equipment both GPS only and GPS+GNSS. It works a lot better in the "Real World" where you can't get away from sky obstructions that greatly affect GPS only.
I don't sell the stuff, but have over 10 rovers in production and I would recommend it as a user:

Other manufacturers have similar equipment, but I believe Topcon has it down pat (they bought out the guy who founded Ashtech--Javad.). If you are looking for a long-term solution and will use a 3rd party data carrier for corrections look at the reference station unit (RS).
