Heather,
Welcome to the world of the Geocoding Development Kit (GDK)! The GDK is ESRI's free toolkit for customizing your geocoding rules to provide better match results.

First download the GDK from here: http://edn.esri.com
In the "Search" area (right side of page), select "Downloads" from the drop-down list and search for "geocoding". Select and download the appropriate GDK for the version of ArcGIS you are using. Included in this download is a 170+ page PDF "Geocoding Rule Base Developer Guide" that is a MUST READ. This PDF contains fairly decent instructions and examples of how to modify the file you mention below, which is a classification file, and another file that you will likely need to edit, the pattern file. Using the GDK really isn't too bad - it doesn't really require programming, just a logical approach.

Good luck!
Jay

Hey, everyone, I apologize for being the bearer of many questions this
week.

I was having some locator parsing difficulties and posted them to the
user forum. I was lucky enough to receive a passing reference to a table
called usaddr.cls. It seems like it might be the answer to my problems
but I need clearer instructions on how to safely edit it, and which part
to edit. Can you give any advice or point me to any information that
might help? I have included the link to the thread below.

Thanks!
