shrug-l: correcting point data with false northing

Hi All-
I have some troublesome point data with a false northing. Data was
collected with a laser transit and points are spatially accurate in
relationship to each other. They are dumped into a dbf file and plotted
using "add xy data". Unfortunately because the northing doesn't agree
with previous surveys the data does not overlay correctly on the "map".
This is not a projection issue ie NAD 27 vs. 83. The point data is raw
survey input mapped on an arbitrary grid. I have tried to add the
points and correct the northing and easting for the set by adding or
subtracting the error but because the error differs as you move out from
the datum this doesn't really work.
What is the best way to deal with this problem? Re-survey is not an
option. Should I somehow export them as a graphic and spatially correct
them? Any other ideas?
