What about OpenStreetMap? Personally, I think its a great compliment to 
local government GIS. When I edit OpenStreetMap in different parts of 
FL, I always refer to local govmt GIS data. The tide could turn pretty 
quickly against Google Maps if more local govmt GIS folks started 
contributing to OpenStreetMap.
