SPECIAL REQUIREMENTS:  You may be required to provide your Social Security Number to conduct required verifications. While on duty-status the position incumbent may be required to operate a state owned vehicle to perform the duties of this position.

POSITION DESCRIPTION:  Manages and leads community-based transportation planning and design studies involving: corridor revitalization, public space design, streetscapes, modern roundabouts, transit-oriented development, new urbanist master planned communities, and other context sensitive solutions. Promotes and implements new transportation design standards and policies related to mixed-use development involving walkability, transect zones, and other elements of urban design. Provides technical expertise in support of Complete Streets, redevelopment, and transportation design projects. Interprets and applies the Florida Department of Transportation (FDOT) Plans Preparation Manual (PPM), Florida Greenbook's Traditional Neighborhood Development (TND) Chapter 19 and TND Handbook, and other nationally recognized Complete Streets guidance. Assists local agencies with redevelopment and revitalization of commercial transportation corridors. Interacts with the general public, businesses, and local interest and community groups regarding contextual urban design solutions.

Serves as District Geographic Information System (GIS) Coordinator for development and deployment of the District One GIS Enterprise Framework and GIS Spatial Database Engine (ArcSDE). Represents the district in statewide joint GIS application development and Functional Steering Committee meetings supporting statewide GIS initiatives. Prepares and maintains GIS Enterprise System program procedures and documentation for ArcGIS Server operation and coordinates administration of such with the Office of Information Systems (01S). Manages the District GIS Strategic Plan.

Prepares graphical presentations to illustrate urban design concepts. Develops and publishes GIS maps and reports depicting Work Program projects, the Strategic Intermodal System (SIS), Legislative Briefing projects, State Transportation Improvement Program (TIP/STIP) projects, or ad-hoc maps as requested by District management. Identifies, plans and manages the development and maintenance of specific GIS applications. Works with District staff and consultants to coordinate the design of various units' geodatabases. Facilitates GIS education and training opportunities for District users.

Prepares requests for consultant services and contract scopes of service. Reviews consultant technical proposals and participates in consultant selection processes and contract man-hour cost negotiations. Directs day-to-day consultants' activities, prepares task work orders, contract supplements and amendments, and monitors, reviews and approves consultant contract invoices.
