Orange County is not inspecting nail salons--like Seminole, we've got bigger
fish to fry -- but it's also not illegal to dispose of the wipes/q-tips and
the liquid acetone as they currently do. The wipes/q-tips are de minimis
for land disposal, and while the collection of cups of spent acetone is far
preferable to dumping it down the drain-- it's legal to do so as long as the
POTW authority allows it and they aren't "flushing" it (dilution)-- however,
nothing prevents them from washing their hands after pouring it down the
drain.

As for the tanning lamps, the beds do contain at least 32, but the lamps are
rated at ~1000 hours -- or ~41 days of tanning, 24/7. Most salons that have
this kind of usage also have a maintenance agreement for relamping with the
bed companies.

I figured we'd see more comments on this one by now.

Here in Seminole County we have not added nail salons to our database and
have not been inspecting them. Quite frankly, we have more facilities than
we can keep up with already. Our perception has been that the acetone on
the wipers dries and can go in the trash. However, Kelly brings up a
different perspective regarding the waste liquid acetone from the bowls.
It is certainly food for thought.

As far as the fluorescent lights from the tanning salons go, we have not
looked at them either. Chris brings up a good point as to how many spent
tubes these facilities generate. On the other hand, most large retail
stores generate several hundred spent tubes a year. I don't think we want
to get into inspecting facilities that only generate fluorescent tubes.
That being said, there are certainly some large retail facilities that
generate a lot of other hazardous wastes - much of it from damaged goods
and customer returns.
