Environmental Administrator SES in the Waste Management Program

DESCRIPTION
This is a professional and managerial position that requires technical competence in multiple scientific disciplines and administering the functions of a specialized District permitting, Compliance and Enforcement Program.  Exercises independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and preparation of budgets.
Participates in planning, design and implementing programs to protect environmental quality in the state of Florida.  Plans and implements District environmental quality assurance programs commensurate with state/federal mandates and local needs.  Sets goals and objectives and implements work plans to accomplish them.  Evaluates progress and makes judgments and/or recommendations concerning programs.
Directs and supervises a staff of Professional Engineers and a Professional Geologist and other professional support personnel to accomplish District Waste Program goals and objectives.  Includes stationary pollution sources permitting, compliance and enforcement, groundwater assessment and clean-up, and petroleum program activities.  Maintains qualified staff to accomplish tasks.  Provides personnel training and career development.  Actively promotes high morale and professional atmosphere in the work place.
Enforces provisions of the laws of the State of Florida and the rules and regulations established from these laws promulgated by the Department.  Presides at District enforcement conference with those who have violated state laws, other state or local agency representatives, and the public.  Coordinates with the Department's legal and enforcement staff and other state and/or federal environmental agencies, as necessary.
Is responsible for budgetary, fiscal and administrative requirements and personnel management as directed by the Department.  Plans, organizes and directs work of waste program staff members to assure optimum efficiency in meeting goals.
Provides engineering and technical expertise.  Directs, consults and advises program professionals in all phases of the program.  Provides environmental and technical consultation to other sections, local programs and the public.  Serves as an expert witness.  Performs other duties as required.

EXAMPLES OF KNOWLEDGE, SKILLS AND ABILITIES
Essential KSAs:
Knowledge of and 5 years experience with the Department's Waste Management Program rules and regulations, and the ability to implement them in a manner that supports the Department's core missions.
Bachelor's degree from an accredited 4-year college or university.
At least 15 years of post-graduate professional employment experience as an environmental, geologic or engineering professional.
At least 3 years management and supervisory experience in the environmental field or in government.
This position requires a level 2 background check.
A valid Florida driver's license and travel.
Preferred KSAs:
Government environmental regulatory experience including regulatory permitting, compliance and enforcement experience.
A Florida license as a Professional Engineer or Professional Geologist.
Working knowledge of Florida Administrative Procedures Act.
Skill in presenting and expressing ideas and information clearly and concisely in a manner appropriate to the audience, whether oral or written.
Ability to interact with others in ways that are professional, friendly, courteous, tactful, and demonstrate respect for individual cultural differences and for the attitudes and feelings of others.
Ability to treat internal staff, and external stakeholders with respect, fairness, and consistency.
Ability to inform, to enable, and to productively engage people in their work.
Ability to identify complex organizational problems; gather and review relevant information; and discern, develop, and deploy effective solutions.
Skill in effectively selecting and developing individuals and building teams to accomplish the results and create the value intended.
Skill in managing conflicts and negotiating mutually acceptable outcomes.
Skill in conceiving, planning, organizing, prioritizing, streamlining, and coordinating work flow to meet the Department's core missions.
Ability to effectively and efficiently apply tools of Microsoft Word, Excel, PowerPoint, and Outlook, and Waste Program databases.
