Environmental Specialist II in the Watershed Program

DESCRIPTION
This is a specialized professional position requiring knowledge of natural aquatic systems to provide technical assistance to the Domestic and Industrial Wastewater Sections.  This position involves extensive water and sediment sampling, biological sampling, data management, and document review of potential biological impacts associated with environmental projects.  Medical monitoring is required.
Provides technical reviews of permitting and compliance/enforcement activities for district programs and ensures timely processing.  Evaluates reports, applications and other documents submitted to the Department, including water quality data, biological data, bioassay results, and conclusions contained therein.  Submits evaluations of such data and conclusions to the appropriate permitting, compliance/enforcement, planning, and/or administrative staff. Provides support to the Watershed Special Projects section as needed. If applicable, in accordance to Program-specific section of the GIS-SOP, the employee must incorporate the use of Geographic Positioning System (GPS) equipment to obtain accurate coordinates for features within the facility that have been identified in the GIS-SOP to be relevant to the Program area.
Conducts field sample collection and surface water physiochemical and biological sampling, provides timely review and interpretation of data from such sampling to the appropriate District personnel.  Assists in the timely submission and completion of monitoring work plans for the Fifth Year Inspection (FYI) Program (a statewide compliance program) for the Southwest District.  Assists with preparation and performance of chemical surface water assessments on water quality aspects of Total Maximum Daily Loads (TMDLs) and Special Projects.  Proficient in the use of specialized scientific sampling and measuring equipment.  Management of data collected by Water Resource Assessment Section.
Provides technical assistance to the regulated community, consultants, elected officials, and the general public to promote an understanding and compliance of Department environmental programs and regulations.
Review those portions of the Florida Administrative Code, Code of Federal Regulations, Clean Water Act and other legislative mandates that pertain directly to the performance of job responsibilities.
Attends all assigned appropriate Department workshops, staff meetings and training sessions related to job duties and professional development as assigned.
Remains cognizant of pertinent scientific literature to ensure accurate and up-to-date evaluation of environmental impacts.
EXAMPLES OF KNOWLEDGE, SKILLS AND ABILITIES
Essential
Knowledge and experience in the operation of field and laboratory surface water monitoring equipment.
Knowledge and experience in interpretation of surface water quality data.
Knowledge and experience with basic environmental chemistry.
Knowledge and experience with aquatic systems (marine and/or fresh water) and the sampling techniques used to collect these systems.
Knowledge of spreadsheets and word processing software.
Knowledge of basic statistical techniques and willingness to learn and use statistical software.
Ability to communicate effectively verbally and in writing (i.e. interoffice correspondence, technical review reports, etc.)
Ability to work independently and physically perform related fieldwork and swim.
Ability to work effectively with the staff, general public and representatives of other agencies.
Ability to collect, evaluate, analyze and interpret scientific or technical data.
Ability to plan, organize and coordinate work assignments, and solve problems as they occur.
Ability to understand and apply the rules, regulations, policies and procedures of Department programs in the biological review of any project.
Ability to practice appropriate safety measures.
Ability to maintain a valid driver's license and travel.
Ability to swim, and lift and carry 40 pounds while walking ten minutes over uneven terrain.
Ability to adjust work schedule to accommodate unforeseen developments.
Preferred
Ability to operate a boat and use trailers.
A Master's degree in natural, physical, and environmental science.
