Environmental Specialist II in the Waste Cleanup Program

DESCRIPTION
This is highly specialized professional work in the District's Waste Cleanup Section relating to the protection of the state's groundwater resources primarily focusing on the compliance and enforcement of projects involved in assessment and cleanup pursuant to Chapter 62-780, F.A.C., 62-770 and 62-782, F.A.C. The position requires extensive knowledge of chemistry, hydrogeology, and/or other scientific and engineering fields to perform specialized environmental work.  Other duties may involve assisting in the review of solid waste permit applications, site / contamination assessments, data review and related reports encompassing a six county region of Southeast Florida.  The performance of these duties requires a sound knowledge of cleanup regulations, rules and Department procedures governing site assessment and cleanup as well as a background of Florida's geology and its relationship to water quality.  The position involves frequent contact with the public and other professionals, and travel throughout the District to perform field inspections to ensure compliance with departmental requirements, preparation of written correspondence, consultation with other government office staff and assisting in the preparation of formal enforcement documents where necessary. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of conduct, as well any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.  This position requires site safety training (24 hours) and medical monitoring.

Employee reviews and coordinates the review of monitoring plans, groundwater/soil Site Assessment Plans and Reports, Interim Remedial Action Plans and Reports and prepares groundwater-related reports.  Submits documents for technical assistance to the Bureau of Waste Cleanup as necessary.  Interprets laboratory data to ensure Quality Assurance procedures and prepares written reports as requested.  Employee shall conduct verification inspections to monitor and recommend actions necessary to ensure progress of cleanup activities.

Initiates enforcement actions by preparing non-compliance letters, warning notices, and other types of correspondence to parties responsible for alleged violations of statutes, rules and regulations.  Employee collects information, evidence and prepares and maintains district files concerning the program.  Employee assists in the preparation of Notices of Violations, Consent Orders and Case Reports to include recommended orders for corrective action to resolve the violations and assists in preparing recommended penalties.  The employee shall track compliance with any order issued by the Department or courts.  Employee reviews administrative enforcement actions and recommends case closure as appropriate.

Employee shall accurately input, update and maintain computer databases for sites inspected and proposed for inspection, tracking receipt of correspondence and related reports, and the accomplishment of assessment and cleanup milestones in accordance with the Department's procedures.  Compiles hydrogeological data for statistical analysis as required.

Employee may travel to active and abandoned solid waste, hazardous waste, soil thermal treatment, Superfund, pollutant storage tank facilities and related sites in order to review facility records, inspect and determine facility operations, investigate possible contamination discharge areas, potential contamination exposure pathways to air, surface waters, soil and groundwater, determine proximity to public/private drinking water and irrigation supplies and determine emergency or imminent hazard conditions. Gathers sufficient documentation (such as photographs, copies of facility records, etc.) and writes comprehensive and detailed reports of inspection findings as may be needed.

Meets with engineers, scientists, attorneys, industry representatives, officials, property owners, and the public to negotiate acceptable enforcement settlements and implementation of Waste Cleanup rules by using good communication skills, prepares for all meetings in advance and clearly identify meeting objectives.  The employee uses diplomacy in these interactions, even when dealing with hostile or disgruntled people or unfavorable situations.  Acts as a liaison with colleagues, assists the supervisor and cooperates with others in implementing waste management rules, policies and statutes.  Responds to public inquires and provides program updates to the supervisors at weekly meetings or when requested.  Outreach presentations to consultants, geologists, engineers and interested parties may be required, emphasizing timely cleanup requirements.

The incumbent attends teleconferences, workshops, meetings and seminars to enhance knowledge, skills and abilities required to meet section goals and objectives.  Responsible for proper use and care of state-owned property assigned to the position.  Performs related duties as required.  The Incumbent will assist in training his/her co-workers and, when requested to do so, provide technical training to the Incumbent's Supervisor and Program Administrator. In the event that percentage-of-time-figures are assigned to specific tasks described herein, such figures are to be regarded as estimates only. Depending upon the work load, work conditions, and/or resources of the Program, such figures may be revised at any time and for any period of time, in the sole discretion of the Program Administrator.
