Just an FYI regarding Dry Cleaner secondary containment requirements. The question has come up whether the secondary requirements apply to non perc use solvents at drycleaners. The answer is yes. The statute refers to drycleaning solvent not specifically listing the types of solvents that may be used.
Section 376.3078(9)(a) Owners or operators of drycleaning facilities shall by January 1, 1997, install dikes or other containment structures around each machine or item of equipment in which drycleaning solvents are used and around any area in which solvents or waste-containing solvents are stored.
A fact sheet on secondary containment requirements for dry cleaners can be found at http://www.dep.state.fl.us/waste/categories/drycleaning/pages/second.htm
