1. Food Processors’ Compliance Assistance Center Webinar Series Starts January 24, 2012
The Food Processing and Environmental Assistance Center (FPEAC) will offer a webinar series to provide environmental information, resources, and training to help food processors achieve environmental compliance.
Each webinar focuses on federal environmental compliance and regulations under the Clean Water Act (CWA), Clean Air Act (CAA), and Emergency Planning and Right-to-Know Act (EPCRA)—and how these laws pertain to the food industry and processors. Webinar sessions are from 1-3 p.m.
(Eastern Time), with a 30-60 minute presentation followed by a Q and A period. The registration fee is $40 per live or recorded webinar session, or $100 for participation in all three sessions. Register online at: http://www.conf.purdue.edu/FPEAC.

This webinar will discuss Stratospheric Ozone and the Energy Star
Program, how the CAA Section 608 requirements apply to the food
industry, pollutants that contribute as ozone-depleting substances
and EPA Guidelines, Energy Star and International Standards
Organization certifications, developing energy management
programs, and the Energy Star Challenge.
2. New Combustion Web Portal for Information on Requirements for Boilers, Incinerators, Reciprocating Internal Combustion Engines (RICE), Wood Heaters, and Hazardous Waste Combustion Created
An EPA-supported Combustion Portal http://www.combustionportal.org is now available. It provides compliance information on the requirements for boilers, incinerators, stationary reciprocating internal combustion engines, and wood heating appliances. The Portal provides federal and state compliance information for regulated entities on rules related to combustion--all in one place. Combustion calculators are available to help estimate emissions based on rule requirements. The Portal also provides links to resources that help regulated entities reduce the quantity of pollution generated.
3. New Compliance Assistance Center for Transportation Industry Opens
The EPA-sponsored Transportation Environmental Resource Center (TERC) provides information on environmental regulations that affect the transportation sector (road, rail, air, and water modes). The Center includes regulation overviews, tips on how to comply, best practice solutions that save money, and links to other resources. With TERC’s Compliance Summary Tool, you can generate a customized compliance assistance checklist for your maintenance facility or terminal. The initial focus of the Center is the road transportation mode; additional content will be added for the other transportation modes. See http://www.tercenter.org.
4. Hydrogen Sulfide Toxic Release Inventory Reporting Reinstated
EPA reinstated Toxic Release Inventory (TRI) reporting requirements for hydrogen sulfide. This action will be effective for the 2012 TRI reporting year. The first reports for the 2012 TRI reporting year are due from facilities by July 1, 2013. For more information, see http://www.epa.gov/tri.
5. School Siting Guidelines Released
EPA has released voluntary school siting guidelines to help school districts and communities select environmentally healthy and safe locations for schools. The guidelines provide steps to evaluate potential environmental challenges and benefits at candidate sites and help provide a safe and healthy environment for children, teachers and staff. 6. Free Webinars on Regulations for Reciprocating Internal Combustion Engines (RICE) Regulations, January 11 and 18, 2012
EPA will host two free webinars, Wednesday, January 11, 2012, and Wednesday, January 18, 2012, 9:00 to 11:00 am, Eastern Standard Time, on the new National Emission Standards for Hazardous Air Pollutants
(NESHAP) and New Source Performance Standards (NSPS) for stationary RICE emergency and non-emergency uses. The webinars will discuss applicability of the rules, emission standards and other compliance requirements, compliance deadlines, compliance assistance tools, likely compliance issues, and the impact on affected facilities. Space is limited and registration is required. See http://www.epa.gov/region1/rice for more information and to register.

7. Reciprocating Internal Combustion Engines--EPA Region 1 Assistance Webpage Launched
EPA Region 1 has launched a webpage to help regulated entities understand and comply with regulations on Reciprocating Internal Combustion Engines (RICE). The webpage explains what RICE are, why they are regulated, the different categories of RICE, and the applicability of the RICE rule. See http://www.epa.gov/region1/rice/. You can also register from this page for the RICE training wokshop/webinars that will be offered on January 11 and 18, 2012, from 9:00 to 11:00 a.m. Eastern (same program presented each day).
8. Sewage Sludge Incineration--New Source Review Performance Standards and Emissions Guidelines Issued
On February 21, 2011, EPA finalized new source performance standards
(NSPS) and emission guidelines (EG) for new and existing sewage sludge incineration (SSI) units. EPA has developed three new implementation documents that summarize the NSPS and EG requirements for SSI units, including compliance dates, operator training and qualification, and reporting and recordkeeping. 9. EPA Boilers Webpage--Tools Added
New tools were added to the Boiler webpage. The tools include a sample Initial Notice and Notification of Compliance Status for Area Source Boilers subject to emission limits and a separate one for those subject to an energy assessment. These samples can be used as models to help regulated entities understand how to fill in their own required forms to comply with boilers requirements. 10. Pesticides Application Discharges Need National Pollutant Discharge Elimination System (NPDES) Permit
EPA issued a final NPDES Pesticide General Permit (PGP) for pesticides applications. The PGP applies to point source discharges of pesticides to waters of the United States. NPDES permits are generally required for these types of discharges as of October 31, 2011. As a result of the court's decision, NPDES permits are generally required for these types of discharges as of October 31, 2011. While the permit requirements must be met as of October 31, Operators will be covered automatically under the PGP without submitting a Notice of Intent (NOI) for any discharges before January 12, 2012. To continue coverage after January 12, 2012, those Operators who are required to submit NOIs will need to do so at least 10 days (or 30 days for discharges to National Marine Fisheries Service (NMFS) Listed Resources of Concern) prior to January 12. The PGP provides coverage for Alaska, Idaho, Massachusetts, New Hampshire, New Mexico, and Oklahoma, Washington, D.C., U.S.
territories except the Virgin Islands, most Indian country lands and many federal facilities. In the remaining 44 states and the Virgin Islands, the states develop and issue the NPDES pesticide permits. See http://www.epa.gov/npdes/pesticides. 12. PCB-Containing Debris Disposal Guide Developed
This EPA-issued guide, “Planning for Polychlorinated Biphenyl (PCB)-Containing Disaster Debris," can help you manage PCB-containing wastes. The Guide describes TSCA regulations that apply to damaged PCB-containing electrical equipment and approaches to assess, clean up, and dispose of materials contaminated with PCBs that have been spilled or otherwise been released. This guide supplements a prior EPA Guide “Planning for Natural Disaster Debris Guidance” at http://www.epa.gov/epawaste/conserve/rrr/imr/cdm/pubs/pndd.pdf.

13. Fluorescent and Mercury-Containing Lamps--Training Module Available
A new training module can help lamp generators and handlers meet regulatory requirements to train employees and properly manage mercury-containing florescent lamps. The Association of Lighting and Mercury Recyclers developed the training module under a cooperative agreement with EPA. Find it at http://www.almr.org/1hourtrainingmodule.pdf. 14. Pesticide Applicators May Need Water Permit
Pesticide applications that result in a discharge to waters of the U.S.
