Chemist I in the Water Resource Management Program

DESCRIPTION
This is a specialized professional position assigned to Water Resource Management in the Southwest District Office.
Conducts performance audit inspections of domestic and industrial wastewater treatment facility laboratories for compliance with applicable state and federal rules and regulations.  Becomes familiar with all analytical methods to be reviewed.  Coordinates with lab staff to ensure that the analysts responsible for running each method are available during the inspection.  Review laboratory documentation.  Write the audit report; review the laboratory response to the report, and verifying the corrective measures the laboratory has taken. Also assists domestic and industrial wastewater inspectors in evaluating sampling procedures and methodology when expertise is needed on review of self-monitoring data submitted to the Department.
Conducts technical reviews of permit renewal applications, Plans of Study, Corrective Action Plans, etc. for all District program areas on an as needed basis.
Serves as the Southwest District QA Officer and primary liaison between the District and Tallahassee regarding QA procedures; attends teleconferences and QA trainings and forwards appropriate information to District Programs. Has primary responsibility for all instrument calibration duties, performance & training, responsible for QA/QC of other staff.
Reviews toxicity sampling results for domestic and industrial wastewater treatment facilities and performs data entry necessary to conduct the reviews and trend analyses. Also provides assistance to the WRAT Team on review of documents and/or data as requested by the Water Resources Management program, including data entry required to perform the reviews and conduct necessary trend analyses.
Provides assistance as needed to the WRAT Team during Fifth Year Inspections at domestic and industrial wastewater treatment facilities.
Keeps abreast of current scientific literature and developments in the field of environmental science
Performs related work as required.
EXAMPLES OF KNOWLEDGE, SKILLS AND ABILITIES
Essential
A Bachelor's degree from an accredited college or university with a major in one of the natural sciences. Professional experience in environmental protection, regulation, or health; on-the-job experience can substitute on a year-for-year basis for the required college education.
Knowledge of data collection and analysis principles and procedures.
Ability to collect, evaluate, analyze and interpret environmental chemistry data.
Ability to use a personal computer.
Ability to understand and apply applicable standards, procedures, and rules relating to environmental programs.
Ability to deal with the public in a tactful and courteous manner.
Ability to work independently with little supervision.
Ability to plan, organize and coordinate work assignments.
Ability to communicate effectively.
Ability to establish and maintain effective working relationships with others.
Ability to utilize problem-solving techniques.
Ability to maintain a valid driver's license.
Preferred
Knowledge of DEP and EPA test procedures, field sampling methods and QA/QC guidelines.
Skilled in data management and reporting methods based in Excel and Access.
Knowledge of Laboratory Information Management System databases.
